No, Obama didn’t announce Biden’s death
After the death of a U.S. president or former president, flags at federal buildings, on naval vessels, and more are flown at half-mast or half-staff. And while flags at public buildings in the country fluttered there in late May, it wasn’t because President Joe Biden died, as a recent Facebook post suggests.
"Biden death announcement by Obama?" the title of a nearly hour-long video posted on Facebook on May 23 says.

There is no credence to the claim that Biden died, nor that former President Barack Obama announced his death. Biden, very much alive, spoke publicly from the White House on June 7 as he signed several pieces of legislation.
On May 24, the day after this posted, Biden ordered flags to be flown at half-staff at the White House, public buildings and grounds, military posts and naval stations, and naval vessels, in remembrance of the children and teachers who were killed during the shooting at Robb Elementary School in Uvalde, Texas, that day.
