The headline comes from a post on the website "America’s Last Line of Defense," which describes itself as "satire for your confirmation bias." The story about Pelosi trying to block members of the military from voting is not real.
The Uniformed and Overseas Citizens Absentee Voting Act of 1986 protects the voting rights of service members, as well as any U.S. citizens who live outside the United States. Under the law, states and territories must allow such voters to register and vote in elections for federal office using absentee voting procedures.
